RENEW Sheppard Ave. East

The ReNew Sheppard Secondary Plan, approved by City Council, remains under appeal at the Ontario Land Tribunal by several property owners. The appeal process is still ongoing, with the next hearing scheduled for this fall. City Planning and Legal staff continue to review the matter closely, and we remain committed to keeping residents informed as the process moves forward. ReNew Sheppard covers all of Sheppard Avenue between Bayview and Leslie.


2600 Don Mills Rd.
A revised application is to demolish the existing apartment building and build new four buildings with heights of 47, 42, 42 and 42-storeys with a total of 1,814 units together with an onsite public park.

2500 Don Mills Rd.
The proposal consists of 2 towers of 49 and 44 storeys atop a 6-storey podium with 1,196 residential units and 1,003 square metres of non-residential gross floor area (retail space).

Community Consultation: N/A

Status: Approved at the Ontario Land Tribunal in Nov 2024. City staff are currently working with the applicant to finalize the technical drawings and details needed for the building permit approvals and site plan.

1650 Sheppard Ave. E.
A revised proposal for a 31 storey residential building containing 319 units and
three levels of underground parking as well as a three storey block of 12 stacked
back-to-back townhouses. The existing 15-storey apartment building containing
149 rental units will be retained.

12-24 Leith Hill Rd.
The revised application proposed a 9-storey building and 48 townhouse units. The existing 16-storey building is to remain.

Status: Application approved. Under Construction.


5 Fairview Mall Dr.
A revised application proposes three towers of 35, 39, 47 storeys inclusive of an 8-storey podium for a total of 1,295 units. Existing medical office building would be replaced, with current offices relocated into one of the newer towers.

Community Consultation: Held in January 2023. Series of workshops between Applicant and City Staff to address comments completed.

Status: Under review by City Staff.

1800 Sheppard Ave. E.
Master Plan concept of 14 new buildings, with height ranges between 24 and 52 storeys, 9,500 square metres of parkland, a multi-use path along the east side of Fairview Mall Drive, new public streets, existing private driveways, and a total of approximately 6200 residential units. The Phase 1 Proposal will replace the existing expansive surface parking lots and driveways and a portion of a five-storey parking structure with three highrise buildings of 52, 45 and 38 storeys. 

Community Consultation: Held in July 2022. We also facilitated working group meetings with Cadillac Fairview and local stakeholders throughout 2024. 

Status: Master Plan approved at City Council in November 2024. Application for Phase 1 under review by City Staff, awaiting resubmission from applicant.

1 Herons Hill Way
Application to permit the redevelopment of the vacant east portion of the subject site with a 34-storey mixed-use building while retaining the existing 2-storey office building on the west portion of the subject site. The proposed mixed-use building would contain 292 square metres of office space on the ground level, and a total of 350 rental residential units above.

Status: Approved at City Council in May 2025. City staff are currently working with the applicant to finalize the technical drawings and details needed for the building permit approvals and site plan.

25 Leith Hill Rd.
A proposal for a 31-storey residential apartment building containing 294 dwelling
units. The existing rental apartment building on the site is to be retained. The
proposal includes a 4-level underground parking garage, with a connection to
the existing building’s parking garage, providing for a total of 264 parking
spaces, and 22 parking spaces at grade.

123 Parkway Forest Dr.
The revised proposal is for a 35 storey apartment building containing 384 rental units. The existing 19-storey apartment building and five 3-storey townhouses will remain and five existing 3-storey townhouses on the site will be demolished. 

Community Consultation: Held in February 2022.

Status: Approved at City Council in May 2025. City staff are currently working with the applicant to finalize the technical drawings and details needed for the building permit approvals and site plan.
